What are the main objectives of the climate change meetings?
• Setting binding emission targets to limit global warming to 2 °C.
• Set up a climate fund to help countries (developing) to mitigate and adapt to the consequences of climate change.

What are the main rifts of agreeing on these issues?
• Developing countries want the developing world to limit their emissions as they blame the developed world for getting rich on past emissions which is now threatening our future, while the developed world wants the fast growing developing countries to submit to limiting their emissions as well.
• Developed countries do not want to pledge money to the global climate fund before the details of how the money will be raised and/or spent is stipulated.

Before we go into the details of our viewpoint on the matter, please be warned that this might not appeal to the reader. This world is our only home (for the time being at least), and our take is that all of us, and all generations to come, will suffer the consequences of the inability to agree on a common solution to a common threat.

Our viewpoint.

Every country in world had a chance to create wealth in the past, but for different reasons wealth creation for ALL people in the country was not a priority. This includes dictators who suppressed their own people to keep themselves in power, people who were (and are) driven by greed and the need for power.

If we look at the leaders of developing countries – some where people are dying of starvation each day, but the leaders are a few dollars short of making the SP rich list. Where did their wealth come from? These leaders are in the forefront when demanding a climate fund to mitigate climate change.

How and why developing countries are still developing, will keep us busy for quite some time. Some of these countries will be developing countries for centuries to come, while others will become the superpowers of the future.

Our view is that climate change will affect all of us, and we will need to find some middle ground to level the playing field. If we do not get to this middle ground soon, climate change will level our planet so to speak.

We will need to take the historic advantages into account, as well as future advantages. We will need to take into account all of our actions that affects climate change. We cannot let some countries destroy the efforts of others under the pretence of previous disadvantages. They were not previous disadvantages, they were opportunities lost.

Let our chance to stop global warming not be another opportunity lost, but let us create a solution which would create more opportunities for future generations. Wealth creation could continue (or start) for every country in the world, or we can choose to destroy our planet and the survivors can all start from scratch to create wealth and get to the same point where we are now – developed countries and developing countries.

How do we suggest we level the playing field
Although maybe scientifically not correct, we suggest:
• using a country’s GDP as a measure of a country’s share of current greenhouse gasses in the atmosphere;
• using the current emissions per capita to measure a country’s propensity to worsen the current greenhouse gasses in the atmosphere;
• putting the limit of allowable emissions to 2 to 3 tons of CO2e per capita – countries with emissions below this are excluded from having to pay into the climate fund, and only they can claim from the fund. According to Lord Nicholas Stern emissions will have to be cut to below 20 billion tons of CO2e, which, with the current world population of 7 billion allows the 2 to 3 tons of CO2e per capita above.
• Deforestation should be included in the emissions per capita for all countries.
• ALL countries (developed or developing) work on the same formula, and countries that do not submit to this agreement are excluded from the global economy.

This takes into account the past and future advantages, population of each country, as well as some countries’ ability to mitigate greenhouse gasses in the atmosphere with natural forests.

Reliable sources of the following are needed to be agreed upon:
• GDP figures per country;
• Emission figures per capita per country;
• Forest coverage per country.

The formula
We suggest a starting formula which phases in from 2015. Money payable to the fund from 2015.
Year 2015 - 2020
(0.1% x GDP) x (20% x Emissions per capita)
Example:
Country GDP = USD 363,655,000,000
Country emissions per capita (Including deforestation) = 9.5 tons CO2e
Amount payable to the fund = (0.1% x 363,655,000,000) x (20% x 9.5)
= USD 363,655,000 x 1.9
= USD 690,944,500
